Dear Sir,

I, Mr. Vivek Chhapolika bring the following facts to your kind attention that, I have sought information regarding deduction of Rs.840/- against my security deposit of Rs.5000/- for PCO at the time of surrender of PCO. In your letter referred above you stated that “BSNL, Jharkhand vide letter No.-CGMT/JKD/DPG/08-09 dated 24.06.2008 stated that the said deduction of Rs.840/- is against installation charges.”

In this regard I would like to inform you that the fact submitted by BSNL to you is totally fake. I am telling this because, on dated 29.08.2008 BSNL has handed over a cheque of Rs.840/- bearing no.130666 dated 19.08.2008 to me. If there is a provision of deduction of installation charges against security deposit of PCO, then how BSNL had paid the amount of Rs.840/- to me.

From the above fact you must understand that BSNL,Dhanbad is not even hesitate to submit the fake facts to your department .Further you must understand that they do not know the actual importance of your department and Right to Information Act .

This is for your information and necessary action please.

Sub: Extension of validity of Easy Plus Sim.

Dear Sir,

I (Divya Medicals) have an Easy Plus Sim bearing no.9204028034.It's validity started from 1st March 2008 and closed on 30th June 2008. Its validity should be renewed at every 3 months interval. However, the validity of this sim is not renewed even after a long period of expiry. In this regard I have contacted your Distributor (Sri Ram Sales, Sriram Plaza, Dhanbad, Jharkhand) and two of your officials .Your Distributor shows his inability in any type of help regarding my problem. Mr. Vishesh (Sales Manager, M-9234509404) told that he referred my case to Hyderabad and only Hyderabad can solve my problem. After that also my problem was not solved. Then I contact Mr. C.P.Singh (Jharkhand Cluster head, M-9234509405) and he told to recharge at least Rs.500/- within 2 days and after then only the validity of my sim will be extended. However, my problem was not solved even though I have recharged more than Rs.1000/- within that 2 days using the said sim.

In this regard I request you to kindly look into this matter and arrange to extend the validity of my sim as early as possible.

Sub: Regarding less receipt of Commission and non receipt of TDS certificate

Dear Sir,

I would like to inform you that I am a Direct Selling Agent (DSA No. –DNB/08/2007) of BSNL, Dhanbad and there is a commission for DSA on every BSNL connection(Cellular , Landline, Broad band etc) made through DSA.I had applied for commission against connection made by me twice i.e dated 04.03.2008 for Rs. 80/-(BSNL Dhanbad letter receipt no.-00024119) and dated 08.05.2008 for Rs.840/-(BSNL, Dhanbad letter receipt no.-00028569). However, BSNL, Dhanbad issued me a cheque of Rs.355/- only on 14.07.2008 against my claim of Rs.920/-.On receipt of the said cheque I asked for the details of the payment. But BSNL, Dhanbad didn’t provide me the details of cheque and cause of deduction. After that I had written a letter dated 04.08.2008 (BSNL, Dhanbad receipt No.-00033525) regarding this and subsequently Two reminders dated 20.08.2008 and 04.09.2008. However, BSNL, Dhanbad is yet to provide me the details of the above matter. After the above matter BSNL, Dhanbad has intentionally stopped c-top up balance to me due to which my business is suffering a lot.

Further, I would like to inform you that even after lot of persuasion BSNL; Dhanbad has not provided us the TDS certificates for the year 2007-2008 against the TDS deducted by BSNL from our recharge card and c-top up balance. This is to inform you that the last date of filing of income tax return for the year 2007-08 has already been passed.

Further I would like to bring the fact to your kind notice that BSNL, Ranchi & Jamshedpur are allowing DSA’s to collect the amount against customer’s landline and post paid cell one bills. However, BSNL, Dhanbad is not allowing the DSA’s for the same. From the above it is clear that BSNL is appointing DSA for increase of its business, which was a very good decision of BSNL & Govt. of India. But the local officials are harassing the DSA’s for the interest of Franchisee only which is not at all good for the decision made by BSNL and Govt. of India.

Therefore, I request you kindly look into this matter and do the needful.

After that no communication has been made by the company with us. The said company is a listed company and listed in BSE having enlisting no. 531336.

In this regard we want to know the status of our shares as there is hardly any communication made by the company with us during the last 12 years.

Sub: Refund against returned SIMs

Dear Sir,

This is to inform you that I am dealing with cellular services(connection and recharge) of Aircel along with other service providers in Dhanbad, Jharkhand.I had purchased some SIMs ( of Rs.100/- MRP) from your Dhanbad Distributor on 04.04.2007.Soon after my purchase of the same, company had lunched the lower rate SIM with some attractive offers. Due to this I was not able to sale 4 nos of SIMs (Numbers - 9852349161, 9852349034, 9852348973 & 9852348976) from the SIMs I had purchased. I talked with your Dhanbad distributors regarding this, but he had not shown any interest on this .Further I had contacted your local marketing officers namely Mr. Ravi Sekhar ( M-9852199138) and Mr. Aditya ( M-9852199133). But they were also not taken any initiative regarding this. After lot of persuasion your distributor had taken back my SIMs( 4 nos.) on 26.03.2008 to exchange the same. But till date he has not returned back my SIMs. When I tried to contact with your Dhanbad distributor regarding this he is either avoiding me or not giving any satisfactory answer. Further, This is very very important to inform you that they have sold the same SIMs,I have returned to your distributor with some attractive offers in the market.

From the above you must understand that how the distributor along with your officials is dealing with dealers like us. When there was a problem for which they were not able to exchange my SIMs for a long period from 04.04.2007, how they had sold the same SIMs without informing/returning me.

I had already written letters to your Patna office and your head office earlier regarding this. But till date I am yet to receive any solution of my problem.

I am requesting you to kindly look into this matter urgently and arrange to refund my money or through recharge vouchers as soon as possible as it is already very very late.

Dear Sir,

I (Navin kumar Ray) have a RIM land lind connection bearing no.0326-3291863 from Dhanbad. I am an employee of state electricity board of Jharkhand.Now I am being transferred to Giridih.Thus I had submitted aplication for shifting my connection to Giridih( STD code - 06532) on 18.09.2008 with your Web World,Dhanbad along with all the relevant papers. However, web world staff are refused my application by saying that change of town/city is not applicable in case of RIM land line connection and the address cann't be changed in case of RIM land line.But at the time of connection of my above landline your officials had said that this connection can be shifted to anywhere in india where RIM service is available.Please be noted that RIM service is available at Giridih.

Therefore I am requesting you that kindly look into this matter and let me know how can I shift my RIM land line connection to Giridih.

Dear Sir,

I (Sri Vivek Chhapolika) am a Direct Selling Agent of BSNL from Dhanbad, Jharkhand. We have been doing our business with BSNL Dhanbad(Jharkhand) smoothly. But suddenly the General Manager(Telephones), BSNL, Dhanbad has stopped to give us C-Top up balances for the interest of Franchisee. It is worth mentioning here that BSNL, Dhanbad is giving the C-Top up balance to the franchisee regularly and we have to purchase the balance from them. Due to which our business along with business of BSNL is also hampering .BSNL is giving 4% margin on purchase of C-Top up balance to DSA's where as it has to give 5% on purchase of the same to the franchisees.By not giving the balances to DSA's BSNL is losing 1% margin. This is not a fare business policy.

From the above it is clear that General Manager, BSNL, Dhanbad is not giving us C-Top balance for fulfillment of some personal interest from the franchisee.

We request you kindly look into this matter urgently and arrange to give us C-Top up balance so that we can do our business smoothly.
